Bruning was elected to the Nebraska Legislature in 1996 and 2000 and served six years as a state senator. He was elected Attorney General of the State of Nebraska in 2002 and re-elected without opposition in 2006 and 2010. He was President of the National Association of Attorneys General in 2009-10.
