At a later date, it is true that Bishop Philpotts broke the tradi tion of this pacific policy in the case of Mr. Gorham. But all who knew that remarkable prelate are aware that he was a man of sole action, rather than of counsel and concert; and it was an indi vidual, not a body, which was responsible for striking the blow, of which the recoil so seriously strained the Church of England.
While frankly avowing the estimate I form of the results which have ﬂowed from these penal proceedings in matter which is of law undoubtedly, but of conscience as well as law, I am far from believing that the public fully shares my views. I must suppose, especially after the legislative proceedings of last year, that my countrymen are well satisfied with the general or average results.
