In considering the pension claims of dependent parents, the fact and cause of death, and the fact that the soldier left no widow or minor child or children having been shown as required bylaw, it shall be necessary only to show by competent and suflicient evidence that such parent or parents are without other means of support than their own manual labor or the contributions of others not legally bound for their support; Provided, that all pensions allowed under this section shall commence from the date of the passage of this act, or from the date of subsequent dependence. and shall continue no longer than the existence of such dependence. 2. All persons who served three months or more in the military or naval service of the United States during the war of the rebellion. and who have been honorably discharged therefrom. and who are now, or may hereafter be. suffering from mental or physical disability, not the result of their own vicious habits, which totally incapacitates them for the performance of manual labor. and who are Without other adequate means of self-support, shall, upon making due proof of the fact, according to such rules more
