SIR 1 I AM directed by the Board of Trade to transmit to you herewith copy of a note from the Belgian Minister at this Court, which has been communicated to the Board by the Foreign Ofiice, covering the draft of a proposed circular respecting the points reserved at the Brussels Conference on Industrial Property, together with copy of the correspondence which has passed betweenthe Board and the Foreign Office on the subject. I am at the same time to state that the Board of Trade would be glad if the delegates to the late Conference would be so good as to confer together and advise the Board as to the reply which, in their opinion, should be given to Baron Whettnall's note.. I am to add that a similar communication has been addressed by the Board to the two other delegates. ' Foreign Ofliee, 26th June, 1899. SIR, WITH reference to the letter from this 0fl5ce of August 6th, 1898, transmitting for the concurrence of the Board of Trade a draft of a note which was eventually sent to the Belgian Minister at this Court on the subject of certain points reserved by the Industrial Property Conference of 1897, I am directed by the Marquess of Salisbury to transmit a copy of a note from Baron Whettnall asking as to the meaning of the phrase dealing with point I am also to inclose a draft of the reply which it is proposed to return to this note, and I am to inquire whether the terms of the draft meet with the Board's concurrence.
