Extent of Act. COMMONS AMENDMENT AND REASON TO THE LORDS AMENDMENTS TO THE OFFENCES AGAINST THE PERSON BILL. Note.--The page and clause refer to Bill (102) as first printed by the LordsJ Page 1, clause 4. The Commons propose to re-insert clause 4 which the Lords struck out: 4. Whosoever shall unlawfully and carnally know and abuse Abusing a any girl, being above the age of twelve years and under the age of fe ygara thirteen years, whether with or without her consent, shall be guilty of age and of a misdemeanor, and, bein? convicted thereof, shall be liable, at" f ' o teen years of the discretion of the court, to be imprisoned for any term not age. exceeding two years, with or without hard labour. REASON. The Commons disagree to the omission of Clause 4, for the following Reason: Because experience shows that it is necessary to afford protec-tion to girls of thirteen, and that age is fixed on in the Eactory Acts and in the School Board Acts as the limit of age between children and young persons. ARRANGEMENT OF CLAUSES. Clauses. 1. Construction of Act and short title. 2. Amendment of 35 & 36 Vict. c. 19. s. 3. as to the carrying in British vessels of native labourers. 3. Amendment of 35 & 36 Vict. c. 19. ss. 6 and 16. as to seizure of suspected British vessels. 4. Jurisdiction of courts in regard to vessels, goods, and effects seized under 35 & 36 Vict. c. 19. or this Act. 5. Adaptation of 35 & 36 Vict. c. 19. ss. 19 and 20. to this Act. 6.
