The Board of Trustees shall have power to hear and determine all charges against any Great Camp, Superior Camp, Junior Camp or a Subordinate Tent not under the jurisdiction of a Great Camp, or any officer or member of the Supreme Tent, and its decision shall be final unless an appeal is taken to the Supreme Tent. It shall hear and determine all cases of appeal which shall be submitted to it from the decisions and rulings of the Supreme Commanders. But in every case of trial the accused shall have full opportunity afforded him of defending himself, and may be represented by counsel. Sec. 3. When charges are preferred against a Great Camp, Superior Camp, Junior Camp, or Subordinate Tent for violation of the Constitution, Laws and Regulations of this Order, it shall be the duty of the Board of Trustees to furnish it a copy of the same, and appoint a commission of one or more members of the Supreme Tent to assemble at such time and place as may be determined, also notify the Great Camp, Superior Camp, Junior Camp or Subordinate Tent against whom charges have been preferred, and the party making the charges, of the time and place of the meeting of such commission. It shall be the duty of the said commission, or a majority thereof, to meet at the time and place named, and then and there to hear and reduce to writing all testimony offered by the accuser and accused; then said testimony shall be signed by the witnesses so testifying, and the commission, or a majority thereof, shall submit to the Board of Trustees a written report and opinion for their action; the Board of Trustees shall have full power and authority to carry out and enforce such penalties as may be provided by the Constitution or Laws of the Order against all offenders, ..show more
