A heavy push on the panic button results in chaos for the whole city in which the 87th Precinct is vitally involved. Separate cases involve Detectives Meyer and Carella and seem to have no connection but when a deaf man appears in each, when the threats to drive small businessmen from their stores, and when adjoining jewelry concerns and banks are found to be located nearby - the picture emerges.
