Excerpt: ...the high contracting parties shall transmit through the diplomatic channel to the Belgian Government, which shall forward them to the commission, the laws, orders, and regulations on the taxation of sugar which are or may be in force in their respective countries, as well as statistical information relative to the object of the present convention. Each of the high contracting parties ma be represented on the commission by a delegate, or by a delegate and assistant delegates. Austria and Hungary shall be considered separately as contractin parties. _ The first meeting of the eommimion shall be held in Brussels, un er the auspicefl Of the Belgian Government, at least three months before the coming into force of the present convention. The commission shall have only the duty of examination and report. It shall draw up a report on all questions submitted to it and forward the same to the Belgian Government, which shall communicate it to the powers interested, and, at the request of any one of the high contracting parties, shall convoke a conference, which shall take such decisions or measures as circumstances demand. The examinations and valuations referred to in paragraphs (b) and (2) will, _ however, be binding on the contracting powers; they will e determined by a majority voteeach eontractin party havin one vote-and they will take effect in two months' time at the latest. hould one of the contracting arties consider it necessary to appeal against a decision of the Commission, the sai party must, within eight days of the receipt of the said decision, require a fresh meetin of the commission, which will hold a special meeting and will pronounce its final ecision within one month of the date of appeal.
