Excerpt: ...public education for the lower-v division of Rapides parish, and they, the said trustees, are hereby authorized to act in every respect as the trustees are by the laws of this state on public education directed to act; also to choose a president and clerk, who are hereby empowered to act in every case by law directed, as other presidents and clerks of boards of trustees of public education are required to act by the several laws on public education in this state. Vacancier, Section 2. If any one or more of the said trustees shall how filled, refuse to act, or their seat or seats be vacated by death, resignation or otherwise, more than one year, other trustees shall be appointed to fill said vacancy, as directed by the first section of an act enfilled "an act to extend and improve the system of public education in the state of Louisiana," approved, February the sixteenth, eighteen hundred and twenty-one. o Sections. The treasurer of this state shall be, and he tioni, how paid, is hereby authorized to pay to the draft of the said president of the board of trustees of the lower division of Rapides parish, the sum of two hundred dollars, which sum shall be a part of the eight hundred dollars appropriated by law to said parish of Rapides for public education, and the president of the board of trustees of the upper division of the Rapides parish, or the parish judge of the said parish, shall not hereafter be allowed to draw from the treasurer of this state for public education, more than six hundred dollars, any law to the contrary notwithstanding. 3.
