Excerpt from First Annual Report of the City of Rochester, Containing Inaugural Address, Resolutions Passed by the City Council, With the Reports of the Several Departments for 1892 In view of the extension of the aqueduct pipes to Gonic and East Rochester and the extreme limits of the compact parts of the city, and the liberal placing of hydrants, it is a question whether the time is not near at hand when it will be policy to reorganize the department, disbanding some or all of the engine companies, and creating in their places hook and ladder and hose companies. These hand engines are of but little benefit outside the villages where the old reservoirs are located, and the three villages are already well provided with hydrants, or can readily be made so. Such a change would re duce the expenses of the department very materially. The trouble of promptly indicating a fire by the present method of ringing the church bells is apparent. At certain hours of the day and evening it is difficult to determine whether they are ringing an alarm of fire or calling the people to church service. Every one will recognize the importance of the first ten minutes Of a fire. The advisability of establishing an electric fire alarm system is something for you to think about.
