This enormous increase in the exportation of British capital abroad has occurred, we are reminded, during the present Government's tenure of ofice, and its explanation is therefore to be found in political causes. "It is undeniably true," declares this writer, " that the investor oi the present day manifests a greater willingness to trust his capital abroad than before. This is not merely due, however, to the larger returns which now await such investment. Confidence is a relative term, and in the present instance the greeter confidence in foreign investment has been ied by a declining confidence in home investment." While we do not wish entirely to controvert " Statisticus's " opinion in this matter, we think he has unduly emphasised the political, as opposed to the economic, reasons for this exportation of capital. In our view the chief cause is the higher return which many foreign investments yield that encourages their purchase by British investors, largely to the exclusion of home securities.
