But unlawful, wicked, and abhorrent though it be, it was not a bolt out of a clear sky. It is merely the culmination of a succession of transactions equally unlawful, wicked, and abhorrent which have been pre sented to us since the beginning of last August. Per haps one should not say culmination; what other novelties in slaughter the war lords may have yet to exhibit no one can tell. Now, except for China, we are the largest neutral nation and - potentially at least - the most powerful. For years we have been in the forefront of every effort to promote peace, and, if wars must come, so to mitigate their terrors that they might be confined as far as possible to a trial of strength between armed forces. When this series of transactions began to un fold itself before the eyes of the world, there were many of us who felt that from the neutral nations there should come some prompt denunciation of all efforts to thrust the world back to the abominations of past centuries; and that this country was the natural spokesman.
