They are ever on the alert to inject "jokers" into any proposed Initiative and Referendum amendment, such as absurdly high petitions, difficult distribution requirements, requiring a majority of all votes cast for candidates to pass a measure, instead of the sensible requirement of a majority of votes cast on the measure, etc. The purpose of this magazine is to help honest workers for real self-government to establish an honest and workable people's direct power system in every state. To this end the following model direct power amendment is presented. It is plain, clear and brief. It contains every essential for a workable Initiative and Referendum system, and is entirely free from "jokers." It is respectfully offered to the honest workers in every state named at the end of this section. We warn the honest and discriminating friends of the people that, if they permit the enemies or ignorant (tho well meaning) friends of the people to "msnkey" with this model by changing or amending it, trouble is likely to arise therefrom. Beware of the so-called "safeguards and restrictions." They are always pro posed by those who distrust the people, and are frequently accepted by friends of the people in ignorance of their hurtfulness. Beware of them, and be sure that the friends of the people's power movement are aware of the dangers of plausible and seemingly innocent "jokers." Here is the model.
