Understanding and embracing the inner world is no easy task in politics. One obstacle is the existence of concepts that are similar or supposedly equivalent, but which are not. Various attempts along such lines have been made in recent times, such as studies of privacy or emotional intelligence. Much of the same can be said in the field of economic relations, where the boundaries dividing the public from the private are clearly drawn, often following in the footsteps of the law. And yet, in reality, the silent intelligence of the inner world is a precious ability, a human asset developed over the course of our lives. It changes gradually, much like any other vital capacity: breathing, memory, sound judgment or a talent for the arts. The inner world refers to that silent capacity (much like the intelligence with which we recognize the world, that measured by psycho-technical tests) that forms part of who we are. A silent trait is not exactly easy to pin down, since it neither operates nor can it be understood in terms of the law of identity. That ever-changing world may be a source of happiness or misfortune. It influences the art of living. Needless to say, it has direct repercussions for the government and misgovernment of people. To live a life with no thought for this reality makes the work of science (and the science of government in particular) no easy task.
