Excerpt: ...That they have carefully examined the subject referred to them, and find, that it is contemplated soon to remove the present location of the First District Watch House, and the Police and Sessions Courts, to the Halls of Justice, in Centre street; which place will be so near the present boundary line of the district, that your Committee have thought it expedient and proper to extend said boundaries farther north and east. They' therefore recommend that a few posts be taken from the 2d and 3d districts and added to the north and east part of the district hereby divided. Your Committee are of opinion that the number of posts ought not to be increased--consequently, in extending, dividing, or altering boundaries, they have been careful to preserve the same number of posts, as at present established, and therefore do not propose to increase the number of Watchmen. Your Committee propose to divide the First, or Lower District, at Fulton street, from East to North River, and would respectfully recommend the passage of the law annexed, and the adoption of the resolution hereto appended.
