The large-bulk of the seeds are sold to small dealers throughout the country, some engaged in other businesses, such as the drug business. who buy direct from the farmers. iIany of these men buy from and sell again to the farmers and thousands of these men who are now in business would probably be put out of business by the operation of this-Bill as it stands at present. There would be very few instances in which the men engaged in this business would be found to be seed experts or analysts. Yet, by the operation of this Bill a man buying seed of a farmer and believing it to be pure. might be liable to incur the penalties of this Bill if upon a sample being drawn and sent to a seed analyst it were found to contain weed seeds. Provision is made for the grading of seed. Who is to grade it '3 Who is to say whether seed is No. 1, No. 2, or No. 3? I just throw these observations out to show some of the difficulties that.a1-e in the way. I would suppose that facilities should be provided by the experimental farm so that every one engaged in dealing in seeds could gain as accurate:1 knowledge as possible of the character of weed seeds that are found more particularly in turnip and clover seeds. I obtained a number of samples myself for one person engaged in this business. But, you would need to do more than this; you would need to provideI some practical instruction in order that the dealer might be able to test samples of seeds submitted to him for sale.
