WITH reference to your letter of 20th April last, desiring me to cause the paymasters and pursers of Her Majesty's ships to make payment in cash for all coal delivered on board such ships at Labuan, at the rate of 20. a-ton, less 2s. 6d. royalty, I have the honour to inform you that I have given the necessary directions for payment to be made at the above rate for all coals that have been delivered up to the 7th instant. 2. I beg, however, permission to remark, that hitherto they have not been delivered on board Her Majesty's ships by the Eastern Archipelago Company, but have in most instances only been conveyed from the pit's mouth to the beach, from whence they have been taken by the ships' boats, very greatly to their wear and tear, which has been particularly instanced by the "Serairamis" and "Nemesis;" they, having received large quantities there, have had some of their boats ruined in the service. 3. I am of opinion, that taking into consideration the difficulty that must occur in shipping the coals during the north-east monsoon, and the consequent wear and tear of boats, half-a-dollar per ton would be a fair value for this service; and I shall therefore direct that half-a-dollar be deducted from the sum authorized by...show more
