Its expenditure, however, took place under peculiar circumstances, at an interesting and exciting period of the political movements of Europe, and was governed by the most patriotic considerations. The ancient borough of Southampton pass, b.p the acclamation of its authorities, a resolution the most complimenting to our flag and our people, and with its entire population sought to honor both. These courtesies were recited and remarked upon with approval and pleasure by the people of Great Britain generally, as tending to connect more closely and firmly America with Britain; and had they been received with indifference, or with the commonplace and ordinary acknowledgments, he would not have met the just expectations of his government and people, nor would he have pursued that course which the interests of the navy and the peaceful and happy intercourse of the two countries seemed to dictate.
