Mr. Smoot, from the Committee on Public Lands, submitted the following KEPORT. To accompany S. 3895. The Committee on Public Lands, to whom was referred the bill (S. 3895) authorizing the granting of certain irrigation easements in the Yellowstone National Park, and for other purposes, having considered the same, report favorably thereon with the recommendation that the bill do pass without amendment. The bill was referred to the Interior Department, the Acting Secretary of which furnished the following report on the same: Department Of The Interior, Washington, March 6, 1920. My Dear Senator: I have your request of February 11 for a report on S. 3895, "A bill authorizing the granting of certain irrigation easements in the Yellowstone National Park, and for other purposes." I have carefully examined this measure in the light of the policies of this department with respect to the protection of the natural conditions of the national parks, and I have reached the conclusion that no objection to the passage of the bill should be interposed by me, for the reason that no easements for irrigation purposes in the Falls River Basin, Yellowstone National Park, must be granted by the Secretary of the Interior under the provisions of this legislation unless he first finds that such easements will not bring detriment to or interference with the uses of the land involved for park purposes.
