Quartermaster Corps 150,000.00 Transportation of the Army and its supplies 946,371.01 The necessity for the submission of these estimates is set forth in the footnotes thereto, from which it will be seen that all of the conditions set forth arose after the estimates for 1914 had been prepared and submitted, thus making it impracticable to make provision therefor in the regular annual estimates for that year. The expenditures under the appropriations for which the additional amounts are asked have been kept within the apportionments made pursuant to the requirements oisection 3679, Revised Statutes, as amended by the act approved February 27, 1906 (34 Stats., pp. 48-49).
