The Valley City has injured her rudder so seriously that she will be obliged to go to New Berne for repairs; she needs hauling out. I regret the necessity for sending her away, as she is the most efficient vessel in the sound. I know of no way in which the steam drums of the Southfield and Commodore Perry can be protected against a 6-pound shot, at close quarters, with wood and one-fourth-inch iron. Again, the engine being above water, needs protection as much as the steam drums. It would require a great deal of heavy iron to protect the vulnerable parts of the engine and boiler. There are military stations at this place, at Winfleld, on the Chowan River, and at Elizabeth City. Neither of these places has a force sufficient to protect it against 200 men, but the commanders depend on the gunboats to hold their positions. If I aid them (and it must be done), I have no spare boats to carry the mails. There are but four boats in Albemarle Sound. There should be at least six. Two are necessary here, as we do not know at what moment we may be attacked. I wrote you some days since by Mr. Morse, and sent you copies of his vessel's papers; the orignals I retained, as I thought it probable the schooner would be released. The guerrillas are thick now through these eastern counties. They have committed some murders. I have the honor to be, very respectfully, your obedient servant, C. W.
