The Secretary of the Interior is also authorized, by the use of appropriations to be made hereafter by Congress, to employ labor and to purchase materials for the operation and maintenance of the property, with the duty of rendering a detailed report to Congress at the beginning of each regular session, showing all revenues received and expenditures made in the operation and maintenance of the property. Section 3 of the bill directs the appointment by the President of the United States of a commission composed of three disinterested men, who shall determine what is a fair and just valuation of the buildings and improvements on Reservation No. 7 erected and made at the expense of the Washington Market Co. This commission is authorized to subpoena witnesses, with or without books or papers, for either of the parties, and to require such witnesses to testify under oath concerning the value of the property to be acquired. Section 4 contains a provision for a court review of the findings of this commission. It is provided that either party may prosecute an appeal to the Court of Appeals of the District of Columbia from the findings of the commission, and this court is vested with jurisdiction to hear and finally determine such appeal. As the property is to be taken over in advance of payment of compensation, it is provided that the amount finally awarded shall bear interest at the rate of 4 per cent per annum from the date the Secretary of the Interior shall have been given possession of the property to the date of the payment of the award.
