The relinquishment by the State of its sections 16 and 36 and indemnity rights scattered through the national forests of Oregon will help simplify the administration of the Government's lands in those forests. The consolidation of the forest lands is, therefore, of advantage to the Government. The exchanges of land heretofore approved by this department have consistently been on the basis of equal area and approximately equal value. In this instance the State of Oregon Is proposing to surrender the best lands it has, with the view of establishing a State forest which will be of use to Its forest schooL In view of the special circumstances in this case, the department will Interpose no objection to the exchange. I would suggest, however, that, beginning with the word "but" in line 17 on page 2, the remainder of the bill be stricken out, since it more or less limits the effect of the first part of section 3 and might add to some confusion in the interpretation of the intent in that section. I feel sure that neither this nor any other administration would so locate any roads, trails, telephone or telegraph lines as to Interfere with the reasonable use of the lands by the State.
