Excerpt: ...estimate submitted and is made necessary by reason of the fact that since the submission of the former estimate the readjustment of pay on-railroad routes in the third contract section, effective July 1, 1911, has been completed and shows an increase of 11.72 per cent over the previous compensation instead of 16 per cent, which rate was used in making up the estimate previously submitted. In addition a new computation has been made of the estimated saving because of the movement of periodical mail matter through the third contract section in fast freight trains, based upon complete returns of the weights of such matter handled during the weighing period from September 1 to December 12, 1911.
