Excerpt: ...practical instruction at the Engineer School by the purchase of textbooks, books of reference, scientific and professional papers, and for other absolutely necessary expenses," was contained in the Army act approved March 3, 1909. Under this act the Chief of Engineers authorized Lieut. Col. William C. Langfitt, Corps of Engineers, commanding the Engineer 8chool, to pay for lectures to be delivered at the school by Caryl D. Haskins and Charles W. Stone, experts in electricity and its practical application, who stand at the head of their particular line of work. The lectures were supplemented by numerous interpolations and followed by a general discussion, involving questions and answers and further information, and it is believed that they were necessary and proper "for the theoretical and practical instruction at the Engineer School," and that such instruction, which is stated as the object of the appropriation, could have been secured in no other way. The Auditor for the War Department has disallowed the payment of $50 each for delivery of these lectures on the ground that they are not a proper charge against any Government appropriation. ( W. B.
