The Paraguayan tariff is entirely specific, although nominally ad valorem, and is based, not on the invoice value, but on the weight of the goods. For the purpose of levying uniform duties each type of goods is given a certain arbitrary value per kilo, and the duty is stated in percentage of this. Neither in levying duties nor in tabulating the value of imports is any attention paid to the actual invoice value of the goods. The 1900 tariff was superseded by a new tariff in 1906, and the latter was superseded by another which took effect October 1, 1909, and in which the arbitrary values were readjusted and in most cases increased 10 to 25 per cent. The customs valuation of "tejidos de algodon crudo, llamado lienzos," or gray sheeting and shirting, is 50 centavos gold per kilo, and the duty is 25 per cent of this arbitrary value, which is the same as a specific duty of 5.47 cents per pound. An idea of the specific duty on the principal items in the cotton-goods schedule can be obtained from the following table, in which are given the customs valuation in gold centavos per kilo, the duty in per cent of this, and the equivalent duty in cents per pound. There is no restriction as to the construction of the goods, only as to weight, and to enjoy the lowest duty, prints and white goods in general must weigh over 80 grams to the square meter, while colored goods over 130 grams to the square meter are assessed the lowest rate on that type. On prints, for instance, to secure the lowest duty a 25-inch print must not measure over 9.76 linear yards to the pound, a 28-inch print not over 8.72 yards, and a 30-inch print not over 8.13 yards.
