Excerpt: ...As concluded by the board of investigation ordered by me, the origin of the fire was ascribed to the grounding of the trolley circuit at the side of this soda shed, which burnt out the insulation and dropped the trolley wire to the ground, thus throwing out of commission the entire line, necessitating all apparatus being transported on foot to the scene of the fire. Grounds, roads, etc.--A large amount of clearing of brush, etc., has been done during the year, and the refuse has been piled upon a stakedin marsh upon the creek rather than take the risk of burning it. The roads have been improved, and the neighborhood of buildings cleared and covered with cinders. A railroad track gang has been emplo'ed during the open season to repair the railroad and lay new sections. A. number of drains have been repaired and replaced that had been carried away by storms and freshets. Dredging of bar.--It is respectfully suggested that steps be taken to have the dredging of the bar at the mouth of the Mattawoman Creek incorporated, if possible, in a river and harbor appropriation bill, as considerable inconvenience and expense have been occasioned by the silting up of this bar. With a high northwest wind, the depth of water on the bar is very materially reduced, and a barge loaded with coal which had started from Norfolk before the advent of the storm would very likely be delayed a number of days before she could get over the bar and up the creek to the coal wharf. The maximum depth at present is between 8 and 9 feet at high water. A survey was made of the proposed dredging of the channel across this bar, together with the estimated cost, and was made the subject of a special report.
