Yes, sir. Q. How did this overcharge, amounting to over $0,800, come about?--A. Those were charges made by the deputy marshals and some by the marshal himself, for services which either had not been performed or had not been performed as charged. There were amounts charged for transportation of prisoners that were not transported and the feeding of prisoners that were not fed, for travel that was not made and for expenses that were not incurred. Q. How much do you say the overcharge was?--A. The amount that we recommended to be disallowed upon his accounts was $0,824.43. Q. Was it disallowed?--A. Oh, yes, sir. Q. It never was paid to him?--A. Well, there had been paid to him a considerable amount of money when our report was referred to the Treasury Department, together with the statement of disallowances, and there was recharged to him, on the 8th of December, $3,118.53, as the amount of fraudulent charges in his accounts settled at the Treasury according to the report of the examiners of the Department of Justice. Q. I understand that upon the coming in of your report the accounting officers of the Treasury found that they had paid him something over $3,000 upon prior accounts more thanhe was entitled to?--A. That they had paid him over 83,000 on former accounts in which services were charged which had not been performed. Q. And for which he was, therefore, not entitled to receive pay t--A. Yes, sir. Q.
