Every step except finishing has been taken in the matter. A special agent has been down and has made his report, and the matter is in Judge Spence's hands. Q. What special agent made the report?--A. Mr. Edgarton, I think. Q. How long ago did this transpire f--A. I made that recognition on the fourth quarter of 1874. Q. How long have these papers been missing?--A. I did not look for the papers for some months, perhaps it may have been two or three mouths afterward, when I looked for that case, and 1 could not find it. It was made early iu January, 1875. Q. Had you no well-grounded suspicions as to who took or mislaid your papers?--A. O, no, sir; I cannot say that I suspect anything about it, only that they are gone. Q. The papers are open to a good many people, I suppose?--A. The Department are perhaps going slow, but they have followed the matter up. Q. But there has been nothing arrived at or determined in it yet?--A. I think they are seeking how to get that money back. Q. But it would be easy to retain it out of Chidester's pay on some other contract--A. Well, it would take some time. Q. How much did it amount to?--A. I recoguized for one quarter. It had been recognized for three or four quarters by my predecessor on, I suppose, the same kind of proof that I had. Q. So he really had been getting pay for the whole year, when he was not doing anything in the way of service?--A.
