CONCLUSION. A study of the foregoing report we believe will result in the conviction that the State needs a department of inspection and supervision of public ofnces, and that such a department should not be limited in its scope to a mere audit of the accounts of the office examined. We have construed the law creating this department as being broad enough to authorize us to make a direct or collateral examination and investigation into all the transactions of a public official. We have every reason to believe that the refusal of this department to confine its activities to a mere checking of the financial accounts of public offices and its insistence upon the strict observance by public officers of the duties imposed upon them by law, with your approval and with the approval of the people and their representatives. Certainly such a course adds largely to the sphere of usefulness of the department to the public, and is abundantly justified by the letter and the spirit of the law. We are confident, also, that the suggestions and help given to public officials in the purchase of supplies and materials and in the construction and repair of public buildings are within the letter as well as the spirit of the law, and that they have saved the public much money, and will be a source of saving in the future.
