Being invested with full power and charged with the grave responsibility of conferring upon an imortant question, I cannot, consistently with my uty, pass over in silence an act which can only be regarded as an insult, neither would 1 be justified in concluding arrangements that have no binding force. Yesterday I received from my Government a note which leads me to conclude that my want of energy may not escape censure. Such as they are, I have not hesitated to express my views to you without reserve. If you confirm your former assertion that you cannot conclude the present controversy upon the bases already agreed upon, then I must reluctantly conclude that the desire of your Government is not to maintaiu the friendly relations existing between the two counties. I request that you will favour me with an early reply. Dated 27th of December, 1880. If the Chinese Government entertained any lingering doubt as to the construction their conduct must receive at the hands of impartial judges, the facts so plainly and pointedly set forth in this despatch cannot have failed to undeceive them. They could only reply, as they did on the 3rd of the following month (January), that "the reason for submitting the drafts to the Northern and Southern Superintendents of Trade was to ensure for the question the careful consideration its gravity demanded"; that " they had no intention of deceiving the Japanese Government," and that "the views of those officials were expected before long."
