This comprehensive reference explains the Chinese legal and administrative system; the relative roles of statutes, regulations, and plans; and makes clear the complex relationship between national, provincial, and local regulatory responsibilities. Written by among the most experienced practitioners in Chinese environmental matters, the deskbook uncovers this unique system of regulation and helps guide the reader from the written word to the practical meaning and importance of environmental regulation in China.
