The difficulty is the matter of ascertaining the age of the child and the Uniform Child Labor Law provides that employment certificates shall be signed only after definite information has been secured. In case there is no documentary proof of age, then we ask for the physicians' certificate saying, 'To all appearances the child is of the given age and he is fit for the work in which he is going to engage.' It makes the bill cumbersome and we have to face that objection, but I do not know any way to avoid it if we wish to establish the age of the child. "Then we have almost decided to ask for prohibition of the night messenger service under eighteen instead of twenty-one. I have a good deal of "-luctance even in stating this, and I almost feel we had better not agree upon it until we are able to present the evidence we have secured in Florida and let the legislative committee decide as to whether it shall be twenty-one or eighteen. "As to the length of the working day we decided that we would ask for a nine-hour day instead of eight for boys under sixteen and girls under eighteen. "With regard to inspection, I understand that the labor organizations have already secured pledges from the members of the legislature for the creation of a Bureau of Labor with a Commissioner of Labor and one or two assistants in charge. It is our business to see that the provisions for factory inspection and the enforcement of the child labor laws are included in that bureau, and then join in urging its creation."
