Excerpt: ...hour, and the rail is good there will be no wheels slid, but if we apply that brake at the rate of 40 miles an hour or less, in the emergency, why, there is a great danger of wheel sliding, because the brake-cylinder pressure has no regard for the speed the train is running at, so that we have to depend wholly on the judgment of the engineer in the operation of the high-speed brake. As I said before, if we can produce a device that will reduce the pressure corresponding to the rate of speed we are running, we have got a high-speed brake that we can put on any train. MR. BROWN: --Mr. President, Mr. Owens has had a great deal of experience in handling trains equipped with the high-speed brake; in view of this I would like to ask him if he ever had occasion while handling the high-speed brake to make an emergency application going at speeds of about 30 miles an hour and what the results were. I would also like to ask Mr. Owens if he experienced any more difficulty with hose bursting on trains equipped with this device than he did with the ordinary quickaction type of brake. I have been on Mr. Owen's engine on one or two occasions when he was carrying 110 pounds pressure in the train-pipe and auxiliary reservoirs; at least his gauge registered that pressure. MR. OWENS: --I will say, Mr. President, for the benefit of Mr. Brown, that we didn't have any more hose burst for the reason that the round-house men or inspectors watched them closely and changed them before they got a chance to burst, or watched for ruptures in them. The change of hose was much greater than with 70 pounds train-pipe. Common sense would teach anyone that 100 pounds pressure is a greater strain than 70 pounds.
