Yes, Sir, I witnessed these acts of injustice, or what I may call a species of unnatural extortion. In all other taxes that are levied, in all other civil transactions, there is a quid pro quo. If you are taxed by the government or state, the government or state protects, or at least is bound to protect, your person and property. If you employ a physician, a lawyer, an artisan, or a labourer of any description, they all have some claim on your purse, they are entitled to some adequate and proportionate recompence for their moral or physical services; there is some return made, some benefit rendered, some duty performed for the expense you are at; but here there is none whatever! Here there is not the least shadow of a title, founded on the principles of justice and equity, to these immense sums extorted from the already impoverished inhabitants of that country: except these sanctified characters set up the labour and fatigue they are at in composing scurrilous tracts and sermons, full of rancour, calumny, and vituperation of the religion of the natives, as a title to more than a tenth part of their property."
