At that time, in 1783, there were four great powers in North America: the United States, British North America, Spanish North America, Russian North America. Later on, at the beginning of the century, France, under the great Napoleon, came in on a big scale. What is the situation to-day? French North America: gone, save for two little islands, Saint Pierre and Miquelon. Spanish North America: gone. Russian North America: gone. The United States and British North America: neither of them by any means gone, and British North America slightly the larger. Now, that very fact seems to me to cast doubt on the theory that Great Britain has always sacrificed us. Grant, what I do not think many here will deny, that Canada is now the land of opportunity, that Canada is the country of the twentieth century. Grant that for 130 years our frontiers have marched with those of a powerful and not always scrupulous neighbour, and the theory that Great Britain has always given us up seems to me at once to become doubtful. It is indeed a theory which, a priori, seems probable. The frontiers of Great Britain are the seven seas of the world. The United States fights, whether for defence or attack, on narrower internal lines. Moreover, I think that we in Canada have, on the whole, a slightly exaggerated idea of the cleverness--at least in diplomatic matters--of the United States. In internal affairs, it is true, we tend to thank God that we are not as other men are, nor even as this American.
