According to a decree recently issued by the Chilean Ministry of Finance, establishing the procedure to be adopted for the importation of foreign merchandise into Bolivia via. Chilean territory, in accordance with the provisions of the treaty recently concluded between the two countries, the dispatch of foreign merchandise for Bolivia is to be carried out in the customhouse of Arica. The customs authcrities at Arica are, on the receipt of promissory notes at forty days for amount of the duties guaranteed, to make out and sign waybills, and are to give the Bolivian ctistoms agency facilities for carrying out the formalities required by the Bolivian Government. The merchandise will then be transported by cart road under seal through Corocoro and La Paz to the custom-house at La Portada, where it will be examined. The waybills, accompanied by counter receipts from the interior Bolivian custom-houses proving that the importation has been effected, will be returned to Arica; and provided that these documents are found to be in regular form, and are presented within the period of forty days, the promissory notes will then be canceled; otherwise the payment of the amount of the promissory notes will be exacted.
