Excerpt: ...and open the way for the introduction into the country of foreign capital, which we so much need, which would find here advantageous investments, and give life and movement to the country by useful and productive enterprises. The solution of this problem will satisfy one of my most ardent wishes, that of not terminating my Presidental period, in a year's time, leaving this debt in force without settlement, and at the same time that it fulfils an act of justice will considerably favour our credit abroad. ' The internal debt also occupied the attention of the Government; an important Decree giving a new and appropriate form of application to the revenues destined exclusively to the payment of the interest on the bonds, the surplus being used in the monthly liquidation by drawing, was received with general satisfaction. This Decree has been punctually executed, and will continue to be so in future, so that the holders of these bonds, instead of losing or possessing a dead capital, will do a good and profitable business. The internal debt well deserves the attention of the Government, and the important Decree which provides for the regular monthly payment of the interest on the bonds fixes a new and appropriate method of applying the revenue set apart exclusively to meet that liability, and of disposing of the surplus in liquidating monthly such of the bonds as may be drawn first. This will meet with general approval, and it will be our duty to continue to carry out this plan with punctuality and exactitude so that the bondholders, instead of losing money or keeping capital inactive, will find by these means a sound and profitable investment.
