Excerpt: ...of a Turkish Commission of Inquiry to be sent to Crete, to be accompanied, at the invitation of the Porte, by delegates from the Powers; that the Internnncio made a similar communication in writing on the 16th; but that the Russian dragoman, though associated with those of the three firstnamed Powers, did not deliver any written paper, on the ground that it was superfluous to add another copy of an identic document. It thus appears that the Porto has not thought proper, by a timely declaration of the intentions of the Sultan in regard to Crete, to anticipate the proposal which they had sure information was about to be mado by some of the Powers of Europe; and this having been the case, your Excellency will doubtless have felt authorized, under the instructions conveyed to you by telegraph and in my despatch oi' the 3rd of June, to recommend the Porto to accept, under the limitations set forth in my despatcli, the proposal of the French Government, supported by the other Governments that I have named, for the despatch to Crete of a Commission of Inquiry, to be appointed by the Porte, and to be accompanied, at the invitation of the Sultan, by Delegates named by the Powers.
