In this connection, and for your information and convenience, I would state that Senate Bill No. 182 was passed by the 13th legislative session and repeals, expressly, Section 544, above mentioned. This law is as follows: "The amount incurred by any county in this state for treatment and maintenance of any insane person in a hospital for the insane, shall be a charge against the property and estate of such insane person, both during the lifetime and after the death of such person. etc." You will note that this enactment changes the old law in this respect, but the same was passed without an emergency and will not take effect until July 1st, 1913. In my opinion, another guardian should be appointed for Anna Gilbert, and such steps taken to secure the funds due her from the estate of the said Thomas Dolan as the facts justify. It appears from the correspondence that the executors are ready and willing to make proper disposition of the funds upon advice as to the facts in the matter.
