Under these circumstances, broad plans for the augmentation of the institution were set before the friends of the Museum and the public. A fund of about $65.000 was raised to meet certain expenses of maintenance in the new building for the first five years. An active campaign was carried on to increase the annual membership of the institution, with such success that, from a total membership of about 250 in 1905, the membership at the end of 1907 is increased to about 2,500, and the income from this source increased to nearly $25,000. In the meantime, immediately folloving his presentation of three important American paintings, the W. K. Bixby American Art Acquisition Fund was established by gift from Mr. Bixby, and added $10,000 to $12,000 a year to the funds available for purchases of American art. This gift of Mr. Bixby has added to the permanent collection works by John La Fargc, Horatio Walker, Dwight W. Tryon, George Fuller, William Morris Hunt, Birge Harrison, Edmund C. Tarbell, and others. Meanwhile was urged the importance of art education as a factor in the development of the West, and the Southvest particularly, and its relation to St. Louis as the strategic point in the development of a great region of the country. Legislation was prepared for consideration by the General Assembly to provide that, upon the petition of one hundred voters in a city of a certain class, asking that a special tax be levied for the establishment of a City Art Museum Fund and naming a rate therefor not to exceed one-fifth of a mill on the dollar of the city's taxable values, there should be submitted to the voters of the city at the next election therein, the...show more
