This law is a protection to the criminally inclined and adds to the cost and to the prejudice against fire insurance by the citizens at large. To overcome such prejudice and to stamp out the existence of such law is a part that the local agent may well take in the work of Are prevention. Establishing Fire Marshals. The most potent influence today in the abolishment of the crime of arson, as well as instilling into the minds of the public a more rational and reasonable view of the great Are waste and of the Are insurance industry, as well, is the office created in many of our commonwealths of the State Fire Marshal. From the facts already recited it will be pertinent to this assembly of local agents that these posts of inquiry are sources of great influence in establishing five preventive measures and in bringing about a proper view of the functions of fire insurance; that it is to indemnify against loss by Are only, and not to Insure a profit by fire. We are far behind the older countries with regard to the careful scrutiny of cause and origin of fires; even with the enforcement of the fire marshal law, as generally enacted in this country, we could not bring the public mind to an attitude on this subject equivalent to that of concern and individual responsibility for fires which obtain in Continental Europe. In France, a property ower is responsible for any loss or damage by fire sustained by adjoining property, which has communicated from fire originating on his own premises. In Germany a loss cannot be paid by a company until the cause and origin of fires have been carefully investigated by the authorities and their sanction to proceed...
