Under Muammar al-Gaddafi, Treki has served as one of Libya's top diplomats since the 1970s. He was Foreign Minister from 1976 to 1982 and again from 1984 to 1986, and he has been Permanent Representative to the United Nations on several occasions. He was President of the United Nations General Assembly from September 2009 to September 2010. In 1982, as Libya's UN Ambassador, Treki blamed Jewish ownership and control for the pornography industry in New York City. In 2009, as President of the UN General Assembly, he stated his belief that international problems can be resolved through dialog and mutual understanding.
