Excerpt: ...distinguishing real from personal estate, and information that an' appeal maybe had to the board hereafter mentioned, and the said assessors failing, neglecting or omitting to give the notice according to the provisions of this act, shall forfeit and pay the penalty of ten dollars for every such failure, neglect or omission.-' Sec. 5. And be it enacted, That the mayor be, and he is hereby authorized and required to appoint, ' with the consent of "the board of aldermen, four intelligent and discreet persons, one from each ward, who shall constitute a board of appeal; each of whom shall, before entering on the duties hereby assigned, take an oath or affirmation, which shall be filed in the oflice of the register of the city "well and truly to perform the duties of his oflice, without partiality or prejudice, to the best of his skill and judgment." The members of the said board of' appeal shall, within twenty days after the completion and return of the assessment, and delivery of notices as afore-e said, meet at the council chamber for ten days successively, (Sundays excepted) and there remain from 9 o'clock t A. M. until three o'clock P. M. of meeting they shall give public notice in the Washington newspapers, -at least seven days previous thereto, and the said board, or a majority, shall then and there have full power to hear and determine the complaints and appeals of all persons who may think themselves aggrieved or injured by an over valuation of their property by any of the assessors or otherwise.
