The rates are "for the relief of the poor," "for paying a portion of the principal and the interest of a sum of 6,000 /. borrowed for the repair of the church," and "for paving, cleansing and lighting the parish." The poor-rates are levied and expended by the overseers under the general law. The church-rate is made by the churchwardens, (with the concurrence of the vestry) and expended by them in discharging the debt and interest before referred to. The paving-rates are levied and expended by a committee, consisting of 21 of the inhabitants, appointed by the vestry in the month of February yearly, pursuant to an Act for paving, cleansing and lighting the parish; and accounts of all monies levied and expended for local purposes, are periodically submitted to the vestry for examination and approval, each rate-payer having an opportunity afforded him of previously looking at the accounts at my office. 12 August 1833. THE vestry of this parish is open to all the inhabitants rated to the relief of the poor, and has the sole power of making rates for the relief of the poor as well as the church-rates. A vestry is held monthly, at which the particulars of all the monies expended during the preceding month in the relief of the poor are read, and the vouchers produced, and such monthly account is then allowed and signed; in addition to which, an account is annually produced at a vestry held for that purpose, containing the particulars of all monies received and expended by the overseers during their year of office; and the balance remaining due on such account is paid to the succeeding overseers.
