At the first election under this act, and at each annual elec tion thereafter, there shall be elected two Aldermen and one Assessor from each ward, each of whom shall be an actual resident of the ward in which he was elected, Provided however, That the aforesaid wards, denominated the third and fifth wards, shall be entitled to elect but one Alderman from each ward, until the annual election for the year anno domini 1839.
