Since 1967, 16 SMSA's have been added, of which two were defined in January 1968 and an additional 14 were defined in February 1971 on the basis of the results of the 1970 census. Changes in SMSA boundaries or titles made after February 1971 are not recognized in this series of reports. SMSA's are defined by the Office of Management and Budget (formerly Bureau of the Budget). Except in the New England States, a standard metropolitan statistical area is a county or group of contiguous counties which contains at least one city of 50,000 inhabitants or more, or "twin cities" with a combined population of at least 50,000. In addition to the county or counties containing such a city or cities, contiguous counties are included in an SMSA if, according to certain criteria, they are socially and economically integrated with the central city. In the New England States, SMSA's consist of towns and cities instead of counties. In recent years, four cities (High Point, N.C., Macon, Ga., Oklahoma City, Okla., and Sioux Falls, S. Dak.) have annexed territory which lies outside the boundaries of the SMSA. The figures shown in the tables for these cities exclude the portions which lie outside the SMSA. Each SMSA must include at least one central city, and the complete title of an SMSA identifies the central city or cities.
