  • Prompted by his work translating and editing Witte's (1849-1915) memoirs, Harcave (emeritus history, State U. of New York-Binghamton) offers a biography of the finance minister and later premier of Russia. He explains how he played a major role in constructing the transcontinental railroad system, which helped push Russia into industrialization and modernization; negotiated the treaty that ended the Russo-Japanese War; and drafted the October Manifesto that made Russian a constitutional monarchy, which of course did not endear him to the emperors.
